Case summary

Dmitriev was subjected to administrative detention on 31 October 2010 during a rally in Gostiny Dvor in St. Petersburg as part of the campaign for freedom of assembly "Strategy-31". On November 1, 2010, there was the first search at Dmitriev's registered place. In the evening of the same day, Judge Kuznetsov sentenced him to 5 days of administrative detention. On November 3, after the decision for Dmitriev's administrative arrest was sent for review, he was released from the courthouse but detained by officers of "Center E" at the exit. He was then taken to the city's Investigative Committee, where he was informed of the initiation of a criminal case and changed to a suspect status. He was required to provide a written undertaking not to leave the area, and searches were conducted in the locations where Dmitriev actually resided. On November 10, he was charged with Article 282.2, Part 1 (organizing the activities of an extremist organization). On February 4, 2012, he couldn't participate in the "March for Fair Elections" as he was summoned to the Investigative Committee on a day off. Arriving at 11:00, he realized that the investigators were intentionally delaying the proceedings to prevent his participation in the march. Not waiting for the investigative actions, he left the agency. However, he was detained by the police on Isaakievskaya Square and taken back to the investigative authorities. During the actual march, it became known that the police had orders to detain Dmitriev in case of his appearance, and he was again required to provide a written undertaking not to leave. On December 28, 2012, he was fined 200,000 rubles but was exempt from punishment due to the expiration of the statute of limitations.
