According to the investigation, he participated in a terrorist community created by the SBU (Security Service of Ukraine) officers, from March to August 2022, he carried out surveillance of the places of visits and routes of employees of the Kherson region VGA (Kherson Military-Civil administration) and Russian military personnel "for the further commission of acts of international terrorism". Together with another person prosecuted in the case, Konstantin Reznik, "no later than May 2022", they planned to eliminate Kovalyov, for which they tracked his routes and were going to install a booby-trapped Chevrolet Lacetti car near the barbershop he visited. An anti-personnel fragmentation mine MON-50 with a 698.3g charge of industrially manufactured military explosive PVV-5A was placed in the underbelly of the car. However, they were unable to carry out the explosion "due to the lack of sufficient time" to move the vehicle from the car park to the intended location of the explosion. They then handed the vehicle over to two other pursuers. On 2 August 2022 (actually after their detention) in the area of Karantinnyi Island, on the assignment of an SBU officer, Kabakov was supposed to plant an IED in the jet ski of Aleksei Kovalev, an employee of the Kherson Oblast VGA, but was detained at the moment of planting the IED, and the explosive device was seized from him, which was in a baby food bottle. Then he consented to participate in the operational experiment, together with Konstantin Reznik, on the instructions of the SBU officer, equipped a cache for an IED on Starokolodeznaia Street and placed there a mock-up of the explosive device, which was to be taken away by Sergey Kovalskii.
