Sergei Kovalskii

According to the investigation, he participated in a terrorist community created by SSU (Security Service of Ukraine) officers. From March to August 2022, he carried out surveillance of places of visit and routes of employees of the Kherson region's military and civil administration and Russian military personnel "for the further commission of acts of international terrorism." Together with another person prosecuted in the case, Sergei Ofitserov, they "secretly stored instruments and means of committing crimes using caches." In April 2022 in Kherson he received "for use in the interests of the terrorist community" Kalashnikov assault rifles, magazines and cartridges for them, cartridges for Makarov "PM" pistol, rifle cartridges, cases and fuses of hand grenades, a pouch, a sapper spade, which he "kept in a cache equipped for these purposes until the moment of seizure of these items by officers of the Federal Security Service of Russia in the course of operational-search activities on 5 August 2022." (According to Kovalskii, he was referring to his own service weapon, which had nothing to do with the charges against him.) In July 2022, Kovalskii and Ofitserov "at least twice" attempted to detonate a mine by remote control while the deputy head of the occupation administration of Kherson, Vitalii Buliuk, was travelling in his car accompanied by servicemen of the Russian Federation, for which purpose they placed a Chevrolet Lacetti along the official's route, but the explosions did not take place "due to technical reasons." On 4 August 2022, while "'voluntarily' participating in the ORM 'Operative Experiment' conducted by officers of the Federal Security Service of Russia," he received an improvised explosive device from two others prosecuted in the case, Yurii Kaev and Denis Lialka.
