The reason for the case was the adoption on 30 April 2023 of the "Berlin Declaration" on the need for a change of power in Russia and the creation of a "platform of Russian democratic forces" in the Parliamentary Assembly of the Council of Europe in collaboration with the movement in October of 2025.

Full summary
He was the head of the government of the Russian Federation from 2000 to 2004. He went into opposition to Putin, headed the Russian People's Democratic Union, then the People's Freedom Party (PARNAS). Shortly after the outbreak of war he joined the Anti-War Committee of Russia. In November 2023, he was included in the register of "foreign agents". In October 2025, a case was brought against him and other members of the committee for violent seizure of power and activities of a terrorist community in connection with the adoption of the "Berlin Declaration" which stated the need for a change of power in Russia.
